Initiatives to the Fluorocarbons Emission Control Act

From April 1, 2020 (Reiwa 2), the
revised Fluorocarbon Emission Control Law came into effect.

Requests and initiatives from Kanto Seiki

Inspections of commercial refrigeration and air conditioning equipment such as Oilmatic are now obligatory under the Fluorocarbons Emissions Control Law .

Furthermore, regulations have been strengthened when disposing of air conditioning and refrigeration equipment.

When disposing of equipment, if there is a violation of the following measures, it will be
subject to direct punishment immediately without going through administrative guidance .

  • ・Freon must be recovered when disposing of the equipment .

    Violation will result in a fine of up to 500,000 yen.

  • ・Documents at the time of equipment disposal must be saved for 3 years after disposal .

    Violation will result in a fine of up to 300,000 yen.

* Equipment inspection records must be kept for three years from the time of installation to after disposal .

  • Please check your equipment.
    • Quick check: for all equipment. Conducted at least once every 3 months
      Periodic inspection: For equipment larger than a certain size, perform at least once every 1 or 3 years outsourced to a specialized contractor.
  • Fluorocarbon filling and recovery can only be performed by prefecturally registered Type 1 Fluorocarbon filling and recovery operators.
  • If a leak of fluorocarbons is found, refilling with fluorocarbons without repair is prohibited in principle.
  • If the annual leakage amount exceeds a certain level, please report it to the government. (Freon Calculated Leakage Report and Disclosure System)

When disposing of the device

  • Ask a first-class fluorocarbon filling and recovery company to collect fluorocarbons.
  • Please keep the transaction certificate (original) for 3 years.
  • When handing over the device to a waste disposal/recycling company, make a copy of the delivery certificate and hand it along with the device. revision
    • If the waste/recycling business is registered as a filling and recovery business, it is possible to request the collection of equipment together with the recovery of fluorocarbons.
  • In the case of demolition work, please keep the written explanation from the main contractor in advance for 3 years. revision

Points of the Fluorocarbon Emission Control Law

  1. 1. Users of our products, such as Oilmatic, are required to take the following actions as “administrators”.

    • In order to prevent leakage of fluorocarbons, work on appropriate management such as proper installation.
    • Carry out periodic inspections and keep maintenance records.
    • Appropriate measures shall be taken in case of leakage of fluorocarbons.
    • When it is necessary to fill or recover fluorocarbons, entrust a class 1 fluorocarbon filling and recovery operator.
  2. 2.We are required to take the following actions regarding our products such as Oilmatic.

    • Work to achieve the target of conversion to CFC-free products with low greenhouse effect (low GWP) CFCs by a certain target year.

What is required of users (administrators) of our products

  1. 1. Request for voluntary “simple inspection” implementation by users of our products

    For products such as “Oilmatic” manufactured by our company, we ask customers to voluntarily carry out “simple inspections” based on the “Freon Emission Control Law”.

    • Of the “first class specified products”, “equipment over a certain scale” is obligated to undergo “regular inspection” by engineers handling refrigerant fluorocarbons. “Equipment over a certain scale” refers to equipment with a rated output of 7.5 kW or more for the motor used in the compressor of the equipment. Some of our products are applicable to special models, so please contact us if you have any questions.
  2. 2. About the simple inspection method

    Please check based on the “instruction manual” attached to our products such as OILMATIC.

    An example of [basic inspection contents]

    • Presence or absence of dirt on the condenser (for air-cooled type)
    • Presence of hot air from the exhaust port (for air-cooled type)
    • Check the quality of water supplied to the condenser (for water-cooled type)
    • Abnormal sound
  3. 3.Frequency of simple inspection

    You will be required to do this at least 4 times a year (every quarter).

    In addition, the inspection must be recorded (the date of the simple inspection, the presence or absence of abnormalities, and the inspector), and must be preserved (until the product such as OILMATIC is disposed of) (electronic media can be saved).

    • The record of the simple inspection does not need to be submitted or reported, provided that it is promptly disclosed upon request from the prefectural governor of the place of installation.

From April 2015 (scheduled) onwards, we will affix the above caution sticker to alert customers (users: administrators) to our products including Oilmatic. In addition to the refrigerant type and amount charged, the rated output of the compressor is added to make the display easier for customers to manage.
